  3. Every turbine has a "cut in point".  This is where the turbine wind generator actually starts producing power.  Often times, it won't output before this point.  The cut-in point on modern generators is actually very soon after the wind starts to blow.  You can expect power right after this point, usually at very slow wind speeds.
